It's for MySQL. It's an IDE yeah ... works online.

I have uploaded it but I dont know how to use it. says access denied for root@localhost. Does this mean that I have to be root to use phpmyadmin?

im a lazy reader I cant read the whole of that documentation. looks like I have to install something lol I don wonna messup with pples server lemmi try to use kdevelop if it can be an IDE i.e
