Open source database software?

Hi! I'm entering new territory here with a client who wants a customer database.

I am familiar with shopping carts like osCommerce and zencart.

What he wants to do is collect information from his customers... have the info imported into the database as well as notification e-mailed to him for processing. No payment information is required... just the form and the database for the info to be stored.

Is there an open source application available that would perform such a task? It has to be pretty easy for him to access the information through an admin panel.

Can someone point me in the right direction? I have done webforms which send the info to email, but not to a database.

What code is the website in?

If your client has the Microsoft Suite then he already has MS Access which would be easy to write to from a form. The only down side is you would have to create the admin panel for him. Or you could let the client download the database and look at the details that way.
