You may join if you are not from South Africa.
It uses vbulletin as the forum software.

How can I get people to join?

euh.. seems like the standard VB-template.. I don't think this is the way to get people to join your forum.
Make your own design and ask again..

then don't post in this section.. You want critique about your website. My critique is that anyone can build a forum with the standard template. We're webdesigners here, we don't like standard..

You can get styles for vBulletin here: http://www.vbulletin.org/forum/forumdisplay.php?f=195 but better still - create your own!

PS... You must have a proper licensed version to download from that website.

Use css to change the colors and rearrange the content a little. Then, create your own images, especially the logo. Change it to your own logo, and not just "VBulletin". Some exciting image with your forum's name on it.
