How much would it cost to create a site similar site to this one

Its not advertising its a genuine query. I'm a student and in my final year of a computer science degree. As part of my degree i'm working for the Kent IT Clinic based at UKC. The owner of that site contacted us about hosting it elsewhere as his current host is too expensive. However the current host is also the designer and will not release the website, therefore he wants us to re-do it. I am the one charged with the job of providing a quote for the re-development of the website so i thought i'd get some rough prices from you guys to help me with my quote.
