How do people download from my site

This is my first site and i've no idea what i'm doing really. What i want to do is have a link on my site to a file which can be downloaded. I'll explain it a bit better.

I want people to register with my company, to do this they have to fill in a form. I want them to be able to either download the form and then print it off and fill it in or download it, fil it in then email it back. So whats the best way to set it up so they can download the form from my site?

Is the form just a file like a PDF?
