Ryanfeit, did you ever sort out the flickering problem in IE with the example nav bar you gave?

Er, I just ran into that problem today. It seems it's caused when you have the IE settings set to reload every image every time. It's more of a lack of cache utilization than a bug.

Go into "Tools > Internet Options > Temporary Internet Files > Settings". Select anything other than "Every visit to page" and the problem should be solved. As this is not the default setting for IE, there really is no cause for concern. If it's not fixed by that, than try looking in Google.
