One time popup windows

Hi fellows!
Is there a way you can create a unblockable popup windows that will show only once per visit and will work in every browser! I find this link http://www.freepopupcreator.com/ but it open up the window in seperate two chunk one for the background and one for the text. Any help would be much appreciatged.

In order for it to only appear once you will need to drop a cookie and then have it read that to work out if it needs to display or not.

No. Browsers have the final say over window management; there's nothing you can do to force them to open a new window.
