SEO is more of a general concept. There aren't official requirements, but suggestions. Such as making for sure all your URL are human readable. Instead of having http://www.somesite.com/showthread.php?p=1253, you have something like http://www.somesite.com/What-is-SEO.

There is other small things also, like add alt attributes to images, formatting page titles properly, and more complex such as nofollow for links. There isn't a one stop resource for do this and your site will meet SEO requirements. There are sites which will explain how to make your site better when it comes to SEO standards.

1. it should be w3 validated.
2. add the keywords to the url if u can. add your keywords in the header tags
3. add keywords in the content of your site
4. add a blog or articles directory, so that your site is periodically updated and google comens back for more.
