Hi,
In fact, pretty much all you need is a PHP and MySQL enabled hosting account, and you'll be able to install most of the blogging software out there.
I don't particularly recommend the use of Fantastico-like installers, due to updating related issues. You need to keep your blogging script as up to date as possible.

A lot of web hosts have auto-install scripts for popular blogging apps like Wordpress or MovableType. There are so many factors to consider like pricing, support, etc (your request is really general). If you're just looking a simple, free blogging system you can try Wordpress.com or Blogger.com.

I use Wordpress blog software. It comes as preinstalled tool to my hosting account. It is easy to use and there are many free themes for your web site.

it depends what other features u want on it.and how much ppl will visit the site per month dude. myself personally, i use:

click on "web hosting" then "hosting plans"
all the features are listed there and i just went to the site and they'be doubled their storage and bandwidth too. |
